Sultar's Terror is a Warlock power: the 10th and final of the Arcania discipline.

Notes
Since the knock down effect can be resisted and the physical damage reduced with protection, this skill is most effective when used quickly before enemies activate defensive auras. For that end, Arcane Devotion giving half the casting time is a nice bonus. This move is feared for its crippling effect, if it strikes small groups can take out bigger ones easily. It's very useful for creating openings so warriors can rush over the enemy.
It can be recognized as the enemies fall on the ground and green skulls raise from the ground around them.
