Fulminating is a Barbarian power: the 8th of the Two Handed Mastery discipline.

The barbarian raises his damage significantly for a very short period of time.

Notes

While the very long global cooldown and short duration on the spell make it difficult to use, the large damage increase makes it a potent weapon in the hands of skilled Barbarians. Combined with Thirst for Blood, barbarians can achieve several very high damage hits.

In general, with Thirst for Blood at level 5, a Barbarian can hit twice with a Very Slow weapon and 3 times with a Medium Weapon.

Note that because the Global Cooldown is 3 seconds, it is unlikely that the Barbarian will be able to cast a power on the first hit.
