Tame Lesser Creature is a Hunter power: the 1st of the Pets discipline.
 The hunter has a chance to tame a small animal or insect, that will become his pet.

Note that this power does have range, so it is possible to attack a creature, then Ambush it and cast Tame Less Creature without taking damage.
