While the very long global cooldown and short duration on the spell make it difficult to use, the large damage increase makes it a potent weapon in the hands of skilled [[Barbarians]]. Combined with [[Thirst for Blood]], barbarians can achieve several very high damage hits.
 
In general, with [[Thirst for Blood]] at level 5, a [[Barbarian]] can hit twice with a Very Slow weapon and 3 times with a Medium Weapon.
 
Note that because the [[Global Cooldown]] is 3 seconds, it is unlikely that the [[Barbarian]] will be able to cast a power on the first hit.
 
The cast speed debuff was added to prevent Barbarians from using Fulminating with area powers.

Fulminating is a Barbarian power: the 8th of the Two Handed Mastery discipline.

The barbarian raises his damage significantly for a very short period of time.

Notes
