Warlocks usually ignore this discipline, as it rarely works with their role. Conjurers might feel like using it, but is not a priority, especially compared to mana control, mental, sorcery and life.
 
Even so, some conjurers do include enchantments, mostly while leveling up. When they do so, this buff is a win-win all around. Doubling the accuracy of all normal hits and powers while spending little mana, is a great help for any class. The 10 second cooldown turns this into a easily spammable spell, and is great for leveling groups.

The target increases her hit chance while bless is active.
