Sultar's Terror is a Warlock power: the 10th and final of the Arcania discipline.

For that end, Arcane Devotion giving half the casting time is a nice bonus. This move is feared for its crippling effect, if it strikes small groups can take out bigger ones easily. It's very useful for creating openings so warriors can rush over the enemy. The knockdown effect will stack with multiple casts of the spell. Thus a group of warlocks can keep a large group knocked by appropriately timing Sultar's Terror to overlap. This is commonly known as terror chaining.
